Ubuntu runners were failing with "No space left on device" during dependency installation.
Changes
Only runs on Linux runners
Free disk space before installation (~10-20GB recovered)
Remove unused toolchains: .NET SDK, Android SDK, GHC, CodeQL
Prune Docker images
Disable uv caching (--no-cache-dir)
Prevents additional GBs of wheel files accumulating during installation
